He obtained a degree in Computer Engineering at the Simón Bolívar University in Venezuela in 1986. His postgraduate studies were mainly carried out in France where he obtained a Post-diplôme in Computer Networks from École Supérieure d'Electricité and a PhD in Computer Science at the Université de Rennes I. He also did the Postdoctorate at the Université de Pierre et Marie Curie (Paris VI University) in the Multi-agent Systems team.
From 1994, he returned to Venezuela where he worked at the Simón Bolívar University, Venezuela Central University and Andrés Bello Catholic University, both in the undergraduate and postgraduate programs. In Europe, he was also a professor at the Université de Rennes I, Université de Dauphine and, in Spain, at the School of Industrial Organization as an international professor.
He has about 40 publications and has given tutorials and lectures at computer scientific congress. He has been program committee chair of the Venezuelan Conference on Computing and Syustem Information and the Latin American Symposium on Operations Research and Artificial Intelligence. He has also participated in the program committee, as an evaluating member, in scientific conference, especially in Latin America.
He was the founding president of the Venezuelan Computer Society and director of the Tekhné journal of the Faculty of Engineering of the Andrés Bello Catholic University. He is currently a member of the Researcher Promotion Program since 2011 in Venezuela.
